1. RA 3561 “Expanded Senior Citizens Act of 2009”
THE FACTS
Senate Bill (SB) 3561, known as the “Expanded Senior Citizens Act of 2009” was recently signed into law by President Gloria Macapagal Arroyo. The law amends RA 9257. The law among others provides for:
a. Exemption from value added tax (VAT) on the sale of goods and services from all establishments, for the exclusive use and enjoyment or availment of senior citizens:
- Purchases of medicines including purchases of influenza and pneumococcal vaccines
- Professional fees of doctors and hospitals/clinics
- Medical, dental, and laboratory fees
b. For burden sharing of discounts among retailers, manufacturers and distributors with the DOH establishing guidelines on its execution through an IRR.
c. That in the purchase of goods and services with promotional discount, the senior citizen can avail of the promotional discount or the senior citizen discount whichever is higher.
d. For the Office of the Mayor to exercise supervision over the OSCA and that complaints on violators of the act shall be reported to the said office.
e. For stiffer penalties on violation, there will be a fine of P50,000 to P100,000 and imprisonment of not less than 6 months but not more than 2 years on first violation and P100,000 to P200,000 and imprisonment of not less than 2 years but not more than 6 years on subsequent violations.

We, the DSAP Negros Occidental Chapter, have the pleasure of inviting you to the 6th DSAP VIS-MIN DRUGSTORE BUSINESS CONFERENCE on the 15th – 17th of April 2010, in the City of Smiles-Bacolod!
The Conference will happen in the La Proa Grand Ballroom of L’Fisher Hotel covering a range of activities from opening to unveiling followed by company presentations to plenary sessions and panel discussions ending with a question-and-answer portion.
At the Conference we would like to:
• Discuss issues and policies affecting the drugstore retail industry; • Improve your business operations by keeping you abreast with the latest trends in the drugstore retail industry; • Establish new trade partnerships and strengthen existing business relationships; • Promote fellowship and strengthen unity among us.
To achieve these, we decided on the theme “Conquering Challenges through INNOVATION” focusing on the following topics depending on the availability of resource persons:
• THE GOVERNMENT AND THE DRUGSTORE RETAIL INDUSTRY A panel discussion on Electronic-Essential Drug Price Monitoring System (e-EDPMS), the MDRP, and the magna carta for Persons with Disability (PWD) together with the Bureau of Food and Drugs (BFAD), Department of Health (DOH), Department of Social Welfare & Development (DSWD) and the Bureau of Internal Revenue (BIR).
• WORKING TOGETHER WITH PHARMACEUTICAL, MEDICAL AND HEALTH-RELATED SECTORS Bilateral talks between the drugstore owners and representative(s) of the Pharmaceutical & Healthcare Association of the Philippines (PHAP), Philippine Hospital Association (PHA), Philippine Pharmacist Association (PPHA), Philippine Medical Association (PMA) just to mention a few.
• INNOVATION: A MUST IN THE FACE OF CRISIS Innovative approaches to surmount the economic crisis and discovering ways to accelerate growth in the business.
• INNOVATE WITHIN Focuses on intra-personal and spiritual strengthening to synchronize one’s self with the demands of external challenges.
Events for the evening have been designated as Fellowship Nights to provide you a memorable, fun and exciting experience as you unwind at the end of each day.
